BluePrint Publishing is a US based organization for social reorganization on a macro level through the partnership of nations, institutions of learning, private and public entities. Established in 2014 in Hartford, CT and became a Limited Liability Corporation in 2023 BPP is working to become an international NGO body, with the assembly of educators, professionals and world leaders from various related disciplines and countries.
Our founder:
Sherma Rismay is a St.Lucian who immigrated to the United States, and whose study of history and education led to great insights into the challenges of society as well as the ability to design plans for restructuring them.

Social Development Plan
- BluePrint Publishing will conduct an audit of your citizenry based on the international markers set below for best countries and happiest countries.
- We will then survey the citizens to understand their needs and concerns to achieve the optimal score.
- We will publish a BluePrint for St.Lucia. A five year plan in conjunction with your citizens which clearly achieves the goals established.
- We will gather information that will be beneficial to policy makers and citizens.
- We will then submit a report of the changes to individual perceptions in happiness survey of 2026
Economic Development Plan
- Map out St.Lucia on the Black 360 Map. The Black 360 project is a BPP initiative which acknowledges the impact of centuries of targeted marginalization and oppression towards people of African ethnicities. The project is a plan to create an ecosystem system that funnels some of the estimated 1.5 trillion dollars in African spending to African identified people. This is a bold plan to provide the reparations needed to develop.

Educational Development Plan
- We will conduct Executive Level training comparable to the Berlin Conference of 1884 to bring the top level administrators or ministers of the country to current unpopular knowledge of the intricate historical strategies that have successfully kept countries of the African diaspora below the global caste.
- We will prepare a custom teacher professional development plan, which curates a new story of St.Lucia.
- Create a custom Social Emotional Development curriculum in conjunction with a select group of educational leaders.
- Implement a national agenda to establish cultural heritage and social purpose.
Countries are ranked annually to reflect their status of influence, education and even happiness.

Adventure: Considered the best countries for fulfilling our desires for adventure.
Agility: This is the ability to adapt and respond to any obstacles.
Cultural Influence: They exert cultural influence as trendsetters, in fashion, music, television etc.
Entrepreneurship: Innovative countries with educated and enterprising citizens that can compete globally in the digital age.
Heritage: “the nation’s distinctive traditions and the power to shape with their culture.
Movers: Are the ones to watch.
Open for Business: Market-oriented and considered a haven for businesses.
Power: They consistently dominate headlines and shape global economic patterns. These countries project their influence on the world stage.
Quality of life: These countries are seen as treating their citizens well, quality education, health care and employment, quality of life, job security, political stability, individual freedom and environmental quality.
Social Purpose: Support for shared causes creates a sense of cultural cohesion and help their people identify as having a shared sense of purpose.
Why BPP
The problem: After years of studying the rise and fall of nations, political powers and the creation of autocrats I recognized that there were several elusive powers at play. As well as an overarching agenda to perpetually limit the growth and development of African nations and the wider diaspora. Political leaders who recognized this power became an instant target for destruction and annihilation.
The solution: A design focused strategy for recreating society, which requires an interdisciplinary collaboration between sectors of government and ordinary citizens.
The BluePrints for St.Lucia. After an official audit, which requires BPP to survey the citizens we will create a plan for a multi sector reconstruction. This will bring every St.Lucian to the table with a vested interest and renewed Social purpose.

We will channel the immense intellectual prowess of our nation by bringing individuals in as members of the intellectual architecture of this country.
This will create new revenue stream and ultimately fund itself.

An official contract would establish St.Lucia as the very first national implementation of the BluePrint. The one to watch, the leader in this new democratic structure.
